1. IPCC AR6 Synthesis Report Released

The Intergovernmental Panel on Climate Change (IPCC) released the Synthesis Report of its Sixth Assessment Report (AR6) in March 2023, providing the most comprehensive scientific assessment of climate change, its impacts, and response options ever published.
- Temperature baseline: Global average surface temperature has already risen by 1.1°C above the 1850-1900 pre-industrial baseline, with the last decade (2011-2020) being the warmest on record.
- Carbon budget: At the current rate of emissions, the remaining carbon budget to stay within the 1.5°C limit (with a 50% probability) is approximately 500 GtCO2, representing roughly 10-12 years of global emissions at present levels.
- 1.5°C breach timeline: The report indicated a 50-50 chance that global temperature will temporarily exceed 1.5°C above pre-industrial levels in the early 2030s.
- Adaptation gap: Despite growing investments, adaptation efforts are widening in gap relative to the pace of climate change, particularly in agriculture, coastal management, water, and health sectors in developing nations.
- Developed-country finance: The annual USD 100 billion climate finance pledge made by developed countries at Copenhagen (2009) had not been fully delivered as of the report's writing.
- Loss and damage: The Synthesis Report gave prominence to loss and damage (irreversible harm from climate change), lending scientific backing to the Loss and Damage Fund agreed at COP27 (Sharm el-Sheikh, 2022).

2. Kirit Parikh Committee on Natural Gas Pricing

The Kirit Parikh Committee on natural gas pricing submitted its recommendations in late 2022, and its proposals received renewed attention in March 2023 as the government weighed reforms to the Administered Price Mechanism (APM) for gas.
- Current APM mechanism: The government periodically revises prices for gas produced from nominated fields (primarily ONGC and OIL), setting them below market rates to protect consumers in fertiliser and power sectors.
- Committee recommendation: Fix a ceiling price for APM gas at a level linked to 10% of the imported crude oil price. Gradually move to fully market-determined pricing by 2027, eliminating the APM regime.
- Rationale: Low domestic gas prices discourage upstream exploration investment. India's gas import dependency is high. Raising the domestic price signal will incentivise domestic production.
- Energy mix target: India aims to raise the share of natural gas in its primary energy mix from approximately 6% (2023) to 15% by 2030, aligning with the global average.
- Sectors affected: The fertiliser sector (uses gas as feedstock for urea) and the power sector (gas-based plants lying idle due to unviable fuel costs) are most directly impacted by pricing reform.
- City Gas Distribution (CGD): The CGD sector (supplying piped natural gas and CNG to vehicles) is also a key beneficiary of policy certainty on gas pricing.
3. India's HDI Ranking: 132 out of 191
GS Paper II: Social Justice, Human Development, International Reports
India ranked 132 out of 191 countries in the United Nations Development Programme's (UNDP) Human Development Report 2022, released in 2022 but contextualised again in March 2023 alongside IPCC and other development data.
- HDI components: The Human Development Index combines three dimensions: health (life expectancy at birth), education (mean and expected years of schooling), and living standards (Gross National Income per capita, PPP adjusted).
- India's scores: Life expectancy: 67.2 years; Mean years of schooling: 6.7 years; GNI per capita (PPP): approximately USD 6,590.
- Regional comparison: Bangladesh ranked 129 (above India), Sri Lanka ranked 73. This contextualises India's development trajectory relative to smaller South Asian neighbours.
- Inequality-adjusted HDI (IHDI): India's ranking falls further when adjusted for inequality, reflecting the concentration of income, health, and education at the top of the pyramid. The top 10% of India's population holds over 77% of national wealth.
- Top Indian states by HDI proxy: Kerala, Himachal Pradesh, Goa, and Sikkim consistently perform well on life expectancy and literacy. Bihar, Uttar Pradesh, Madhya Pradesh, Jharkhand, and Assam rank at the bottom.
- Gender Inequality Index (GII): India ranked 135 out of 170 countries on the GII, reflecting large gaps in parliamentary representation, female labour force participation, and maternal health.
4. India's Sugar Export Success

India's transformation from a sugar importer to the world's second-largest sugar exporter (after Brazil) represents one of the most dramatic turnarounds in agricultural trade policy in recent decades.
- Historical trajectory: India exported only 0.46 lakh tonnes of sugar in 2016-17. By 2021-22, exports had risen to approximately 110 lakh tonnes, a 240-fold increase in six years.
- Policy drivers: Minimum Support Price (MSP) for sugarcane, incentives for ethanol blending (which reduces surplus stocks), and export subsidies under the Scheme for Assistance to Sugar Mills have collectively driven the transformation.
- Ethanol blending: India's ethanol blending programme targets 20% blending in petrol by 2025. Sugar mills divert excess sugarcane to ethanol production, reducing surplus white sugar and improving mill cash flows for farmer payments.
- Major importers: Indonesia, Bangladesh, Saudi Arabia, and UAE are among India's primary sugar export markets.
- FRP and SAP: Cane growers are protected by the Fair and Remunerative Price (FRP) set by the Centre; some states also set a higher State Advised Price (SAP).
- Brazil comparison: Brazil leads global sugar exports but also has a flex-fuel vehicle fleet and a mature sugarcane-to-ethanol industry, providing India a model for sugar-ethanol policy.
5. PM-PRANAM Scheme for Fertiliser Rationalisation

The PM-PRANAM (Programme for Restoration, Awareness, Nourishment, and Amelioration of Mother Earth) scheme was launched to incentivise states to reduce their dependence on chemical fertilisers through a grant-sharing mechanism.
- Incentive structure: States that reduce chemical fertiliser consumption receive grants equivalent to 50% of the subsidy saved (relative to a three-year baseline average).
- Grant utilisation: Of the grant received by a state, 70% must be used for adoption of alternative fertilisers (bio-fertilisers, organic fertilisers, nano-urea), village-level technology platforms, and soil health management; the remaining 30% can be used for farmer and panchayat incentives.
- Context: India's fertiliser subsidy bill reached approximately Rs 2.25 trillion in FY2022-23, making it one of the largest single line items in the Union Budget. Rationalisation is a fiscal and environmental necessity.
- Nano-urea: Indian Farmers Fertiliser Cooperative (IFFCO) developed nano-urea, a liquid formulation that replaces conventional urea bags at a fraction of the cost and environmental footprint. It has received government approval for scale-up.
- Soil health: Excessive application of nitrogenous fertilisers causes soil acidification, nitrous oxide emissions (a potent greenhouse gas), and water body eutrophication. PM-PRANAM targets these externalities.
6. Vienna Convention on Diplomatic Relations: Article 22

The Vienna Convention on Diplomatic Relations (VCDR), adopted in 1961 and entered into force in 1964, sets the global standard for diplomatic immunity and the mutual obligations of sending and receiving states.
- Article 22: The receiving state is under a special duty to take all appropriate steps to protect the premises of the mission against any intrusion or damage, and to prevent any disturbance of the peace of the mission or impairment of its dignity.
- Inviolability: Agents of the receiving state may not enter the mission premises except with the consent of the head of the mission.
- Article 29: The person of a diplomatic agent is inviolable. No arrest or detention of any kind is permissible.
- Waiver: The sending state can waive the immunity of its diplomatic agents, but the waiver must be explicit.
- Diplomatic bag: The diplomatic bag may not be opened or detained; it must bear visible external marks of its character.
- India-Pakistan relevance: The VCDR framework has repeatedly been invoked in India-Pakistan diplomatic incidents, including alleged harassment of Indian mission staff in Islamabad.
7. Kerala's Background Radiation: BARC Study

A study by the Bhabha Atomic Research Centre (BARC) found that background radiation levels in coastal Kerala (particularly in Kollam district) are approximately three times higher than previous estimates, owing to monazite-rich coastal sands.
