2 April 2023

2 April 2023

Highlights

  • Energy: OPEC+ member nations announced surprise voluntary production cuts of 1.16 million barrels per day from May 2023, pushing Brent crude above $80 per barrel.
  • India impact: The cut raised import-cost concerns for India, which imports over 85 per cent of its crude oil requirement.
  • Global markets: Oil futures surged on the news; the decision was described as pre-emptive rather than a response to any immediate demand crisis.

1. OPEC+ surprise production cuts: what happened and why it matters for India

GS area: Economy (Energy security), International Relations

On 2 April 2023, several OPEC+ members announced surprise voluntary production cuts totalling approximately 1.16 million barrels per day, effective May 2023 through year-end.

  • Who cut and by how much: Saudi Arabia announced a voluntary reduction of 500,000 barrels per day. Russia extended its own voluntary cut of 500,000 bpd. Iraq, UAE, Kuwait, Algeria, Kazakhstan, Oman and Gabon added the rest.
  • Why surprise: The cuts came outside any formal OPEC+ ministerial meeting and were framed as "precautionary measures." Markets and Western governments had not anticipated them.
  • The oil price impact: Brent crude moved above $85 per barrel in the immediate aftermath. The US administration called the move inadvisable, arguing it raised costs for consumers.
  • India's exposure: India imports 85 to 87 per cent of its crude oil. For every $10 rise in global crude prices, India's oil import bill rises by approximately Rs 1 lakh crore annually. A rise in crude directly widens the current account deficit and puts pressure on the rupee.
  • OPEC+ architecture: The group was formed in 2016 by merging OPEC (13 members, founded 1960, HQ Vienna) and ten non-OPEC oil producers led by Russia. Decisions require consensus. Voluntary bilateral cuts sit outside the formal quota mechanism, allowing members to avoid a formal meeting.
  • India's diplomatic position: India has consistently called for stable and affordable oil prices and resisted OPEC+ cuts. In January 2023 India had stated that such cuts are inadvisable given global economic uncertainty.

The prelims angle here is multi-layered: the architecture of OPEC+, India's crude import dependence, and the macroeconomic transmission from oil prices to CPI and CAD.

Static linkage: Energy security, Indian economy, international organisations.

2. OPEC and India's strategic oil relationships

GS area: Economy (Energy), International Relations

The April 2 announcement brings into focus India's relationships with key oil producers.

  • Saudi Arabia: India's second-largest crude supplier after Iraq. The two countries signed a strategic partnership in 2019. Despite OPEC+ cuts Saudi Arabia committed to maintaining full contractual supplies to India.
  • Russia: Following the Ukraine conflict and Western sanctions, India dramatically increased Russian crude purchases in 2022-23. Russian crude reached around 20 to 25 per cent of India's imports. Russia offered discounts that partially offset global price rises.
  • UAE: The India-UAE Comprehensive Economic Partnership Agreement (signed 2022) covers goods, services and investment. The UAE is India's third-largest trade partner overall.
  • Strategic Petroleum Reserves: India maintains reserves at Vishakhapatnam, Padur and Mangaluru with a combined capacity of 5.33 million tonnes, equivalent to roughly 9 to 10 days of consumption. The government has announced expansion plans.
  • Renewable linkage: India's long-term answer to oil price volatility is reducing demand through renewable energy and EV adoption. The target is 500 GW of renewable capacity by 2030.

Static linkage: India's energy policy, bilateral trade relationships.

3. Briefly noted

  • Ram Navami violence aftermath: Several states reported communal tensions following Ram Navami processions on 30 March. The situation remained under watch with additional security deployment.
  • WTO projections: The WTO forecast 1.7 per cent growth in global merchandise trade for 2023, the weakest since the 2008 financial crisis outside the COVID year of 2020.
  • G20 energy track: India's G20 presidency continued discussions on energy security, just energy transitions and financing for developing countries. The OPEC+ cut complicated the G20 narrative on stable energy markets.
