• Polity: The Supreme Court questioned whether J&K's Lieutenant Governor can nominate aldermen to the MCD without the aid and advice of the elected Council of Ministers.
• Agriculture: Zero Budget Natural Farming data from Andhra Pradesh showed yield advantages over conventional farming; the APCNF programme covers 6 lakh farmers.
• Science: The European Space Agency launched the JUICE mission from Kourou on 13 April 2023. The probe will reach Jupiter in 2031.
• Forest rights: Analysis of the Forest Rights Act 2006 showed that Community Forest Resource Rights remain poorly implemented despite the potential to benefit 62.6 million people.
• Education: The National Credit Framework was released by UGC, allowing students to earn transferable credits across all learning modes.

The Supreme Court heard arguments on whether the Lieutenant Governor of Delhi can nominate 10 aldermen to the Municipal Corporation of Delhi without the aid and advice of the AAP-led Council of Ministers.

• Article 239AA: Inserted by the 69th Constitutional Amendment 1991, it gives Delhi a special status. Delhi has an elected assembly with a Council of Ministers but remains a Union Territory, not a full state. The LG retains control over police, public order and land.
• The 2018 SC ruling: A five-judge Constitution Bench held that the LG is bound by the aid and advice of the Council of Ministers on all matters except police, public order and land. The LG has no independent decision-making power outside these exceptions.
• The alderman issue: The Delhi Municipal Corporation Act provides for LG nomination of aldermen. The question is whether this falls within the LG's residual discretionary powers or requires ministerial concurrence.
• The larger pattern: The Delhi government has clashed with the LG on multiple fronts since 2015, including postings and transfers of bureaucrats, audit objections, and scheme implementation. The Supreme Court has repeatedly sided with elected government primacy.
• The GNCTD Amendment Act 2021: Parliament amended the Government of NCT of Delhi Act to require LG concurrence on Council of Ministers decisions. This amendment was itself challenged as undermining the 2018 SC ruling.

A study on Andhra Pradesh's Community Managed Natural Farming (APCNF) programme showed significantly higher yields compared to organic and conventional farming in controlled comparisons.

• What ZBNF is: Zero Budget Natural Farming, developed by agricultural activist Subhash Palekar, uses four inputs: Bijamrit (seed treatment), Jivamrit (fermented microbial culture applied to soil), Mulching (soil cover) and Whapasa (moisture management). The goal is to produce crops without external chemical inputs and at near-zero cash expenditure.
• Andhra Pradesh scale: APCNF covers 6 lakh farmers as of 2023, with a target of 60 lakh. If ZBNF were extended to 25 per cent of Andhra's crop area, the government estimates savings of $70 million annually in subsidies.
• Yield comparison: The study found ZBNF plots consistently matched or exceeded conventional yields in rabi and kharif seasons, with significant variation by crop type and soil condition.
• Chemical fertiliser dependence: India's nitrogen use efficiency (the proportion of applied nitrogen actually absorbed by crops) fell from 48.2 per cent in 1962-63 to 34.7 per cent in 2018. The gap represents pollution, groundwater contamination and wasted subsidy.
• National support: The National Mission for Sustainable Agriculture promotes natural farming under the sub-scheme Bharatiya Prakritik Krishi Paddhati. The government has announced natural farming promotion in states bordering the Ganga.

The European Space Agency's JUpiter ICy moons Explorer launched from the Guiana Space Centre in Kourou, French Guiana on 13 April 2023.

• Mission objective: Study Jupiter's large moons Ganymede, Callisto and Europa for conditions that might support extraterrestrial life. The primary question is whether liquid water oceans exist beneath the icy crusts.
• Journey: An eight-year journey with multiple gravity-assist flybys. JUICE reaches Jupiter's orbit in 2031 after flybys of Earth, Venus and Earth again.
• Ganymede: The largest moon in the solar system, larger than Mercury. It has its own magnetic field, a rare feature for a moon. JUICE will ultimately orbit Ganymede exclusively, making it the first spacecraft to orbit a moon other than Earth's Moon.
• Europa: Has the smoothest surface in the solar system, suggesting a geologically active ice shell above a subsurface ocean. NASA's Europa Clipper (separate mission) will also study Europa.
• Callisto: The most heavily cratered object in the solar system; studied as a potential base for human deep-space exploration because its radiation environment is lower than other Jovian moons.
• Scientific payload: 10 instruments including radar ice penetrators, magnetometers and spectrometers.

A study found that Community Forest Resource Rights under the Forest Rights Act 2006 had been implemented in only a fraction of eligible areas despite the potential to benefit 62.6 million people across four states.

• Forest Rights Act 2006: The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act recognises the rights of forest-dwelling communities over forest land they have traditionally used. Two key categories: Individual Forest Rights (to cultivate land up to 4 hectares) and Community Forest Resource Rights (to manage and use a community's traditional forest area).
• CFR rights: Community Forest Resource Rights give a village a legal right to manage the entire traditional forest territory, including conservation, access and benefit-sharing. These are the most powerful rights under the Act.
• Implementation failure: Despite the Act's 2006 passage, claims processing has been slow, many titles rejected on technical grounds, and boundary mapping has not used GIS tools as recommended.
• Study findings: GIS-based mapping could precisely demarcate customary boundaries, reducing disputes. Four states (Maharashtra, Odisha, Chhattisgarh, Jharkhand) account for the bulk of the 62.6 million potential beneficiaries.
• Nodal ministry: The Ministry of Tribal Affairs administers the Act. States are responsible for implementation through District Level Committees.

The University Grants Commission released the National Credit Framework (NCrF), part of the NEP 2020 implementation.

• What NCrF does: Creates a unified credit system that allows students to earn, accumulate and transfer credits across formal school education, vocational education, higher education, online learning and experiential learning.
• Academic Bank of Credits: Credits earned under NCrF are stored in an individual's Academic Bank of Credits account (a digital repository). Credits can be redeemed for degree or diploma recognition after accumulating the required total.
• Multiple entry and exit: Under the NEP framework, students can exit a degree programme with a certificate (after one year), diploma (after two years) or full degree (after three or four years). Credits accumulated at each stage count towards future progression.
• Vocational integration: A vocational qualification can now carry academic credits comparable to formal education, breaking the historic hierarchy between academic and vocational learning.
• School-to-higher-education bridge: NCrF extends down to school education, allowing school children to earn credits in sports, arts, vocational training and other activities alongside academic subjects.

• Bhu-Aadhaar / ULPIN: The 14-digit Unique Land Parcel Identification Number, part of the Digital India Land Records Modernisation Programme, was being rolled out in states. It prevents fraud in land transactions and aims to reduce land disputes (which constitute 66 per cent of civil suits in India).
• JUICE launch significance: ESA's launch demonstrated European autonomy in deep-space exploration. India's ISRO has expressed interest in joint outer-planet missions with ESA as it develops heavy-lift capability.
• Green Deposits: RBI's Green Deposits Framework allowed scheduled commercial banks to issue green-labelled deposits for the first time. Independent third-party verification of fund use is mandatory.
