1. Matsya-6000 and deep-sea exploration
GS area: Science and Technology, Environment (deep-sea)
Following the OceanGate Titan tragedy (18 June 2023), India's own deep-sea exploration programme came into focus.
- Matsya-6000: Developed by the National Institute of Ocean Technology (NIOT), Chennai, under the Ministry of Earth Sciences. Designed for a depth of 6,000 metres.
- Hull: Spherical titanium hull manufactured by ISRO. The spherical shape distributes pressure uniformly, unlike cylindrical or composite shells, which are more prone to buckling at extreme depths.
- Crew: Carries three scientists. Life support for 12-plus hours, with emergency support for 96 hours.
- Mission: Part of India's Deep Ocean Mission (approved May 2021, total outlay 4,077 crore rupees over five years). Objectives: seabed mineral exploration (polymetallic nodules), biodiversity study, deep-sea biology.
- Polymetallic nodules: The International Seabed Authority (ISA) has granted India an exclusive exploration zone of 150,000 square kilometres in the Central Indian Ocean Basin. Nodules contain manganese, nickel, copper, cobalt, and rare earths.
- Titan's design flaw: The Titan used a carbon-fibre cylinder (prone to delamination under repeated pressure cycling) and a titanium sphere for only one endcap. The hull imploded, not exploded, meaning it failed under external pressure.

2. Special Assistance to States for Capital Investment 2023-24
GS area: Economy (public finance, fiscal federalism)
The Ministry of Finance approved 50-year interest-free loans totalling 1.3 lakh crore rupees to 16 states.
- Scheme basis: Launched in 2020-21 as a post-COVID fiscal stimulus. Renewed and expanded every year since.
- Structure: Central government borrows at lower rates (given its AAA credit standing) and on-lends to states at zero interest for 50 years. States use these funds to build capital assets.
- What capital assets qualify: Roads, bridges, urban infrastructure, irrigation, drinking water, power distribution, health, schools.
- Conditionality: States must meet spending conditions. Some states have conditions tied to reform milestones (e.g., power sector reform, urban body own-source revenue reform).
- 2023-24 allocation: 1.3 lakh crore rupees across 16 states (the largest tranche to date).
- Why interest-free for 50 years matters: A state borrowing commercially at 7 per cent for 50 years would pay an enormous debt-servicing burden. The zero-interest loan saves the full interest cost (compounding) while building productive assets.
- Fiscal federalism context: State fiscal space is constrained by FRBM state fiscal deficit ceilings (3 per cent of GSDP). This scheme provides extra headroom.

3. Indian Ocean Dipole and El Nino: monsoon uncertainty
GS area: Geography (climatology)
Meteorologists flagged two overlapping climate signals with opposing effects on the Indian monsoon.
- El Nino: Abnormal warming of the central and eastern Pacific Ocean surface. Weakens the Walker circulation, reduces moisture supply to the Indian subcontinent. El Nino years are associated with deficient monsoons. An El Nino was developing in the Pacific by June 2023.
- Indian Ocean Dipole (IOD): The difference in sea surface temperature between the western Indian Ocean (off the Arabian Peninsula and East Africa) and the eastern Indian Ocean (off Sumatra). A positive IOD means the western Indian Ocean is warmer, which drives moisture toward India.
- 2023 conditions: IMD predicted a weak to moderate El Nino but a positive IOD. Historically, a positive IOD can partially offset the negative impact of El Nino on Indian rainfall.
- Monsoon forecast: IMD predicted the south-west monsoon of 2023 would be "normal" (96 per cent of long-period average), acknowledging both signals.
- La Nina years vs El Nino years: La Nina (cooling of Pacific) tends to bring above-normal rainfall to India; El Nino does the opposite.

4. Briefly noted
- Assisted Reproductive Technology Act 2021 implementation: Fertility clinics were required to comply with the ART Act 2021, which mandated registration, age limits for donors (ART banks must screen egg donors between 23 and 35 years, sperm donors between 21 and 45), and consent and data protection standards. Surrogacy Act 2021 runs parallel, banning commercial surrogacy.
- GI tags for UP products: Seven products from Uttar Pradesh received Geographical Indication tags in June 2023: Agra's Petha confectionery, Mainpuri's Tarkashi metalwork, Unnao's Zardozi embroidery, and four others. India's total GI registered count crossed 500.
