Demography: India's demographic dividend window is open but narrowing. Average age is 29; structural transformation out of low-productivity agriculture is the key challenge.
Governance: The Supreme Court directed NGOs to petition the Panchayati Raj Ministry on the "Sarpanch Pati" phenomenon, declining to intervene judicially.
Economy: RBI is working toward internationalising the rupee. The current-account convertible rupee has a 1.6 per cent share in global forex trading.
Environment: A new source of methane was identified in Arctic groundwater springs now exposed by glacial retreat.
Health: Studies on microplastics found the particles inside human lungs, placenta, and blood, raising long-term health concerns.
1. India's demographic dividend: the structural challenge
GS area: Society, Economy
India's median age is approximately 29 years, compared to 38 in the US and China, 42 in France, 45 in Germany, and 48 in Japan. This youth bulge creates a demographic dividend but only if the workforce is productively employed.
Current constraint: 45.5 per cent of the Indian labour force is engaged in agriculture, a sector with low labour productivity relative to its employment share.
China's model: China sustained approximately 10 per cent annual GDP growth from the 1980s to 2009 by shifting workers from agriculture to labour-intensive manufacturing.
India's policy instruments: Skill India, Make in India, Start-up India, the Pradhan Mantri Kaushal Vikas Yojana, National Apprenticeship Promotion Scheme, and Jan Shikshan Sansthan are the primary programmes.
Dependency risk: India's old-age dependency ratio is projected to reach 37 per cent by 2075 as the population ages. The dividend is not permanent.
Required sectors: Textiles, footwear, auto components, and electronics are cited as the labour-intensive manufacturing sectors where India can absorb the agricultural surplus.
2. Sarpanch Pati: the 73rd Amendment's unfinished business
GS area: Polity, Social Justice
"Sarpanch Pati" refers to the widespread practice of husbands or male relatives making decisions on behalf of women elected as panchayat heads, effectively turning the reservation into a proxy for continued male dominance.
73rd Constitutional Amendment (1992): Mandated one-third reservation for women in panchayat bodies. Many states have since raised this to 50 per cent.
Documented cases: In Ratlam, Madhya Pradesh, a male relative held a "power of attorney" and acted as the de facto sarpanch. In Odisha, an elected woman sarpanch formally authorised her husband to perform her duties.
Root causes: Patriarchal norms, low literacy among elected women, absence of capacity-building, and no deterrence law against proxy governance.
Supreme Court direction: The Court declined judicial intervention and directed NGOs and activists to petition the Ministry of Panchayati Raj, signalling that the remedy is legislative rather than judicial.
Static linkage: Local governance, women's representation, 73rd Amendment.
3. Internationalisation of the rupee
GS area: Economy, International Finance
The RBI has been working on a framework to increase the rupee's use in cross-border transactions.
Current status: The rupee's share in the daily global forex market is approximately 1.6 per cent, roughly matching India's 2 per cent share of global goods trade.
Convertibility: India allows current account convertibility (trade payments, remittances, tourism). Capital account convertibility (free movement of investment flows) remains restricted due to past concerns about capital flight.
SDR composition: The IMF's Special Drawing Rights basket currently includes five currencies: US dollar, euro, Chinese renminbi, Japanese yen, and British pound. Including the rupee is a long-term aspiration.
Short-term RBI steps: Encouraging rupee-denominated invoicing, standardising bilateral settlement arrangements, integrating Indian payment systems for cross-border transactions, and supporting non-resident rupee accounts.
Long-term targets: Including Indian government bonds in global indices, fostering a 24/5 global rupee market, and reviewing masala bonds taxation.
Tarapore Committee prerequisites: Fiscal deficit below 3.5 per cent of GDP, inflation at 3 to 5 per cent, and gross NPAs below 5 per cent before full capital account convertibility is advised.
Static linkage: International finance, RBI, monetary policy, India's external sector.
4. Arctic methane from groundwater springs
GS area: Environment, Geography
A new source of methane was identified: groundwater springs in the Arctic exposed by glacial retreat.
Location: Svalbard archipelago (Norway), in the Arctic Ocean.
Scale: Springs at these locations emit approximately 2,000 tonnes of methane annually, equivalent to roughly 10 per cent of Norway's oil and gas industry's annual methane emissions.
Mechanism: Climate change is warming the Arctic faster than the global average, melting glaciers and exposing subsurface methane-rich groundwater. The methane rises through rock fractures beneath retreating glaciers.
Type of methane: Geologic or thermogenic methane (formed by ancient geological processes) rather than biogenic methane (from decomposing organic matter).
Significance: This is an additional positive feedback loop in climate change: warming melts glaciers, which releases more methane, which causes further warming.
GS area: Environment, Science and Technology, Health
Microplastics are plastic particles smaller than 5 mm.
Types:
Primary microplastics: manufactured as microbeads, plastic pellets, and textile fibres.
Secondary microplastics: fragments broken down from larger plastic items.
Where found in humans: Lung tissue, placenta, stool, blood, and even meconium (the first stool of newborns).
FAO findings: Studies show microplastics cause intestinal inflammation and gut dysbiosis, alter gene expression, and affect mucus layer integrity and gut permeability.
Soil and food chains: Microplastics found in agricultural soils affect soil microorganisms and can be taken up by crops, entering the food chain.
India's first mental health chatbot was deployed in Jammu and Kashmir under the Tele-MANAS (Mental Health Assistance and Networking Across States) programme.
Structure: A two-tier system. The first tier consists of trained counsellors at state Tele-MANAS cells. The second tier connects callers to psychologists and psychiatrists at district mental health programmes and medical colleges.
Access: Provides 24/7 access to mental health support.
Policy context: Mental health infrastructure in India is severely limited relative to the burden of disease. The National Mental Health Policy 2014 emphasised community-based care.
Static linkage: Health policy, digital governance, J&K.
7. Briefly noted
Zo tribe: A group comprising Chin, Kuki, Mizo, Lushei, and Zomi communities spread across Myanmar, India, and Bangladesh. They share a common history and predominantly follow Christianity. Their demand for political reunification across the India-Myanmar border is a recurring north-east India issue.
Farmers Distress Index: Developed by the Central Research Institute for Dryland Agriculture (CRIDA) using media monitoring and farmer interviews to identify agricultural stress hotspots for targeted intervention.
New methane source: The Svalbard discovery adds to the list of known methane sources including permafrost thaw, cattle, rice paddies, and coal mines.
Microplastics and soil: FAO research indicates that microplastics in agricultural soil disrupt microbial communities that are essential for nutrient cycling and plant health.
