Kesavananda Bharati v. State of Kerala (1973): A 13-judge bench of the Supreme Court held, by a 7:6 majority, that Parliament cannot amend the "basic structure" of the Constitution.
Basic structure elements: Supremacy of the Constitution, republican and democratic form of government, secular character, separation of powers, federal character, fundamental rights, independence of the judiciary, rule of law, and judicial review.
Context: The case arose when the Swami Kesavananda Bharati challenged the Kerala government's takeover of religious endowment lands. The SC upheld the land reforms but restricted Parliament's amendment power.
Historical backdrop: Parliament had passed the 24th and 25th Amendments (1971) after the Golaknath case (1967) had ruled Parliament cannot abridge fundamental rights. The 24th Amendment restored Parliament's power to amend fundamental rights; the 25th Amendment protected land reform laws from fundamental rights challenges.
Emergency invocation: In 1975, PM Indira Gandhi attempted to have the Basic Structure doctrine overruled; the Supreme Court, in the Additional District Magistrate v. Shiva Kant Shukla (1976 ADM Jabalpur case), controversially upheld emergency detentions. The 44th Amendment (1979) restored habeas corpus.

2. Air pollution and life expectancy: AQLI report

The Air Quality Life Index (AQLI) report published by the Energy Policy Institute at the University of Chicago (EPIC) in August 2023 quantified the health burden of air pollution in India.
Finding: Particulate air pollution reduces average life expectancy in India by 5.3 years.
AQLI methodology: AQLI converts particulate matter (PM2.5) concentrations into life years lost, using epidemiological studies that link long-term PM2.5 exposure to reduced life expectancy.
Most affected regions: The Indo-Gangetic Plain (Uttar Pradesh, Bihar, West Bengal, and Delhi) is the most polluted region. Delhi residents lose up to 11.9 years of life expectancy.
WHO standard: The WHO guideline for annual mean PM2.5 is 5 µg/m3. India's national standard is 40 µg/m3. Most cities exceed even the national standard.
National Clean Air Programme (NCAP): Launched in 2019, it targets a 20-30 per cent reduction in PM2.5 and PM10 concentrations by 2024 (baseline: 2017). The target was revised to 40 per cent reduction by 2026.
Particulate matter sources: Vehicular emissions, industrial burning, crop residue burning (particularly in Punjab and Haryana), construction dust, and power plants.

3. Minority scholarship fraud
GS area: Governance, Welfare Schemes
A Central Bureau of Investigation (CBI) probe revealed a minority scholarship fraud amounting to 144 crore rupees, implicating 830 fake institutions.
Pre-Matric Scholarship: The Ministry of Minority Affairs runs the Pre-Matric and Post-Matric Scholarship Schemes for students from six minority communities: Muslim, Christian, Sikh, Buddhist, Jain, and Zoroastrian (Parsi).
Fraud mechanism: Fake schools, madrasas, and colleges were registered to claim scholarships for non-existent students. Funds were transferred and diverted.
Scale: 830 institutions across multiple states were found to be fraudulent. 144 crore rupees were disbursed to ineligible entities.
DBT limitation: While DBT (Direct Benefit Transfer) reduced some forms of leakage, the scholarship scheme transferred funds to institutions (not directly to students), allowing institutional fraud.
Response: The National Commission for Minority Educational Institutions (NCMEI) reviews accreditation of minority institutions. The Ministry was directed to strengthen verification protocols.
Scholarship amounts: Pre-Matric: 1,000-6,000 rupees per student annually. Post-Matric: up to 20,000 rupees annually.
An international research consortium published the complete DNA sequence of the human Y chromosome in the journal Nature in August 2023.
What was achieved: The Y chromosome was the last of the 24 human chromosomes (22 autosomes + X + Y) to be fully sequenced. Earlier sequencing (Human Genome Project, 2003) left large gaps in the Y chromosome due to its highly repetitive DNA sequences.
Y chromosome features: The Y chromosome has 62 million base pairs (very small; the X chromosome has 156 million). About 50 per cent of the Y chromosome consists of palindromic sequences (sequences that read the same forward and backward on both DNA strands).
Long-read sequencing: New sequencing technologies (nanopore and PacBio) read much longer DNA fragments than earlier short-read methods, enabling the assembly of previously unsequenceable repetitive regions.
Significance: Understanding the Y chromosome's full sequence aids research into male infertility, sex-linked conditions, and human evolution.
Human Genome Project: The HGP (1990-2003) was an international public consortium that first mapped the human genome. India participated via the Centre for Biochemical Technology, Delhi.

5. Spamouflage: Chinese influence operations

The Stanford Internet Observatory reported in August 2023 on "Spamouflage," a large-scale Chinese-linked online influence operation.
Spamouflage: A network of fake accounts across Facebook, Instagram, Twitter, and YouTube that amplified pro-China and anti-US content. Named for its spam-like posting of content disguised as grassroots commentary.
Scale: Thousands of accounts across multiple platforms, making it one of the largest coordinated inauthentic behaviour operations ever identified.
Indian angle: Some narratives targeted Indian audiences, attempting to deepen anti-US sentiment and exploit the India-China border tensions narrative.
Historical context: China's "Three Warfares" strategy includes public opinion warfare, psychological warfare, and legal warfare (lawfare). Online influence operations fall under public opinion warfare.
India's response: India's IT Rules 2021 require platforms to take down flagged misinformation. India does not have a dedicated foreign influence operations counter-strategy as of August 2023.
