1. Digital India Act 2023: Replacing IT Act 2000

The Ministry of Electronics and Information Technology (MeitY) proposed the Digital India Act (DIA) to replace the Information Technology Act, 2000.
- Why IT Act 2000 is inadequate: drafted when India had about 5 million internet users. Now India has over 800 million users. The Act does not cover AI, blockchain, internet-of-things, or contemporary platform governance issues.
- Key changes proposed: new governance frameworks for emerging technologies; revised content moderation rules; obligations on platforms for misinformation and deepfakes; updated e-commerce dispute resolution.
- Safe harbour: Section 79 of the IT Act grants intermediaries (social media platforms, search engines) immunity from liability for user-generated content as long as they follow due diligence norms. The DIA proposes to modify these norms, potentially increasing platform liability for content that violates the law.
- Concerns raised: the DIA could chill free speech if platforms over-censor to avoid liability. Data localisation requirements could increase compliance costs. Privacy concerns: the Act needs to be calibrated against the Digital Personal Data Protection Act, 2023 (which was passed in August 2023).
- Global comparisons: EU's Digital Services Act; UK's Online Safety Act; China's PIPL and DSL. The EU treats privacy as a fundamental right (GDPR).
- Sreya Singhal (2015): Supreme Court struck down Section 66A of the IT Act for vagueness. Any successor provision must meet the test of being narrowly drawn.

2. BRICS 8th International Competition Conference
GS area: International Relations, Economy
The 8th BRICS International Competition Conference was held in New Delhi on October 12-13, 2023.
- Host: Competition Commission of India (CCI).
- Participants: 350+ delegates from BRICS and non-BRICS nations including competition regulators.
- BRICS ICC background: established June 16, 2009 in Yekaterinburg, Russia. Meets biennially on a rotation basis. First conference was in Russia in September 2009.
- Theme: new issues in competition law including digital markets, merger regulations, and anti-competitive practices in platform economies.
- CCI: established under the Competition Act, 2002. Prevents anti-competitive agreements, abuse of dominant position, and regulates mergers and acquisitions.
- BRICS expansion: at the Johannesburg Summit (August 2023) BRICS invited six new members: Saudi Arabia, UAE, Iran, Ethiopia, Egypt, and Argentina. (Argentina later declined.)

3. Bima Vahak: Women Insurance Distributors

IRDAI launched the Bima Vahak programme alongside the "Bima Vistaar" all-in-one insurance product.
- Bima Vahak: trained women intermediaries who distribute insurance products at the village level.
- Target: 100 per cent insurance penetration across India by 2047 ("Bima for All").
- Bima Vistaar: a bundled insurance product covering life, health, property, and personal accident risks under one policy.
- Insurance penetration in India: 4.2 per cent of GDP in 2022-23, still below the global average of about 7 per cent.
- IRDAI: Insurance Regulatory and Development Authority of India. Established under the IRDA Act, 1999. Regulates both life and non-life insurance sectors.
- Link to women empowerment: Bima Vahak creates livelihoods for rural women while closing the insurance coverage gap in underserved areas.
- Mission Bima Sugam: IRDAI's digital insurance marketplace to simplify buying, serving, and claiming insurance online.

4. Haiti: UN Approves Kenya-Led Security Mission
GS area: International Relations
The UN Security Council approved a Kenya-led multinational security support mission for Haiti.
- Context: Haiti has been paralysed by gang violence that controls much of the capital Port-au-Prince. The political vacuum deepened after the assassination of President Jovenel Moïse in 2021.
- Mission: Kenya offered to lead a 1,000-strong multinational force. The UNSC approved under Chapter VII of the UN Charter (use of force authorised).
- Haiti geography: the western two-thirds of the island of Hispaniola in the Caribbean. The eastern third is the Dominican Republic.
- 2010 earthquake: a magnitude 7.0 earthquake killed over 200,000 people in Haiti. The country is still recovering from that disaster.
- MINUSTAH: the previous UN stabilisation mission in Haiti (2004-2017). Succeeded by BINUH (UN Integrated Office in Haiti) which focused on political support rather than security.
- India's role: India had participated in MINUSTAH with police personnel.

5. Goa Cashew GI Tag

The Goa Cashew received a Geographical Indication tag.
- Cashew introduction to India: Portuguese traders introduced cashew to India in the 16th century through Goa to prevent soil erosion on slopes. The nut became central to Goa's agricultural economy.
- Goa's cashew: distinctive for the climate (tropical monsoon), soil type, and processing tradition. Goa produces famous feni, a spirit distilled from cashew apple juice.
- India's cashew position: India is one of the world's largest producers and exporters of cashew. Karnataka, Kerala, Maharashtra, Andhra Pradesh, and Goa are leading states.
- GI significance: protects Goan cashew from imitation; enables premium pricing in export markets.
- Other GI tags in food this month: Udangudi Panangarupatti palm jaggery (Tamil Nadu), Basohli Pashmina, Kalari cheese (both J&K).

6. A-HELP Programme: Women in Livestock Health

A PIB release highlighted the expansion of the A-HELP (Accredited Agent for Health and Livestock Production Management) programme.
- Purpose: trains rural women as accredited agents to support animal health services, vaccination drives, and livestock disease surveillance at the village level.
- Deployed in: Bihar, Gujarat, J&K, Karnataka, Madhya Pradesh, Uttarakhand, and Jharkhand.
- Ministry: Ministry of Fisheries, Animal Husbandry and Dairying.
- Analogy: A-HELP in livestock mirrors the ASHA (Accredited Social Health Activist) model in healthcare. Both rely on trained women community workers to reach remote populations.
- India's livestock sector: contributes about 4.35 per cent of GDP; livestock and dairy represent the most stable agricultural income source for smallholder farmers.

7. Briefly noted
- Operation Ajay: continued evacuation of Indian nationals from Israel. By mid-October, several thousand Indians had returned.
- Hemochromatosis awareness: the World Haemochromatosis Week (first observed in October 2023 in India) covered this rare genetic disorder caused by HFE gene mutation that leads to iron overload in the liver, heart, and pancreas.
