1. China's Shidao Bay: small modular reactor commissioned

China commissioned the Shidao Bay nuclear plant in Shandong province, the world's first commercial high-temperature gas-cooled reactor (HTR-PM) using small modular reactor (SMR) technology:
- Small Modular Reactors: Reactors with electrical capacity up to 300 MW. They use factory-built components installed on-site.
- Refuelling advantage: SMRs typically require refuelling every 3 to 7 years versus 1 to 2 years for conventional pressurised water reactors.
- Safety feature: The Shidao Bay design uses gas (helium) cooling and graphite moderation, making meltdown physically impossible according to its designers. The reactor self-shuts when it overheats without operator intervention.
- India's SMR interest: India's Department of Atomic Energy has expressed interest in SMRs for decentralised power generation and for hard-to-reach areas where large plants are not viable.
- ITER context: ITER is the international tokamak fusion reactor under construction in Cadarache, France. SMRs are fission reactors. They should not be confused.

2. Urban Flood Mitigation Project for Chennai

The PM approved the Integrated Urban Flood Management for Chennai Basin project with Rs 500 crore central assistance from the National Disaster Mitigation Fund (NDMF):
- Trigger: The flooding from Cyclone Michaung that submerged large parts of Chennai on 4-5 December demonstrated the city's vulnerability to extreme rain events.
- National Disaster Mitigation Fund: Created under the Disaster Management Act of 2005 to fund mitigation works that reduce disaster risk. Distinct from the National Disaster Response Fund (NDRF) which finances relief and rescue.
- Chennai Basin: The Adyar, Cooum, and Buckingham Canal system drains much of the city into the Bay of Bengal. Encroachments on floodplains and drainage channels intensify flood impact.
- Climate context: Chennai's flooding episodes in 2015, 2021, and 2023 are attributed to intensifying rainfall events linked to climate change.

3. Armenia-Azerbaijan: prisoner exchange and peace talks

Armenia and Azerbaijan agreed to a prisoner exchange and announced the resumption of peace treaty negotiations over the disputed Nagorno-Karabakh region:
- Nagorno-Karabakh: A region that was predominantly Armenian-populated but lay within the borders of Soviet Azerbaijan. In 2023, Azerbaijan retook full military control in a rapid offensive, resulting in almost all ethnic Armenians leaving the region.
- Russian mediation: The 1994 ceasefire that ended the first Nagorno-Karabakh war was mediated by Russia. Russia also brokered the 2020 ceasefire after the second war.
- OSCE Minsk Group: The Organisation for Security and Co-operation in Europe's Minsk Group was the formal mediation framework co-chaired by Russia, France, and the United States. It effectively collapsed after Azerbaijan's 2023 offensive.

4. Fourth-generation nuclear reactor concepts

China's Shidao Bay commissioning renewed attention to Generation IV nuclear reactor designs. Key distinctions:
- Generation I: Early commercial reactors (1950s-1960s), now largely decommissioned.
- Generation II: Most of the global operating fleet, including India's PHWR Kakrapar units and PWRs.
- Generation III and III+: Advanced safety reactors with passive cooling, including the AP1000 and EPR.
- Generation IV: Concepts including HTGRs, sodium-cooled fast reactors, and molten salt reactors, designed for inherent safety, waste reduction, and efficiency. China's Shidao Bay is the first Generation IV commercial reactor worldwide.

5. PACS expansion: cooperative credit diversification

Model bye-laws enabling Primary Agricultural Credit Societies (PACS) to offer over 25 types of non-credit services were unveiled:
- New services allowed: Dairy operations, fishery inputs, godown and warehouse management, processing of agricultural produce, and common service centre operations.
- Rationale: PACS at the village level already have established member relationships. Adding non-credit services reduces PACS' dependence on loan interest income and makes them viable for members even in low-borrowing seasons.
- Three-tier credit system: PACS form the base level. District Central Cooperative Banks (DCCBs) form the second tier. State Cooperative Banks (StCBs) form the apex.

6. Global Cooling Watch 2023: UNEP recommendations

The UNEP Global Cooling Watch 2023 report recommended three pathways to dramatically cut cooling-related emissions:
- Passive cooling: Reflective roofs, cross-ventilation design, urban greening, and cool corridors reduce cooling demand at the building level.
- Efficiency standards: Mandatory minimum energy performance standards for air conditioners can cut electricity consumption per unit of cooling by 50 per cent or more.
- Refrigerant phase-down: Phasing out HFCs under the Kigali Amendment, combined with refrigerant leak detection and servicing standards.
- Combined impact: Full implementation of all three pathways combined with grid decarbonisation could reduce 2050 cooling emissions by up to 96 per cent.

- DRESS syndrome alert: The Indian Pharmacopoeia Commission issued an alert about mefenamic acid (Meftal) causing Drug Rash with Eosinophilia and Systemic Symptoms. DRESS is a delayed-onset severe drug reaction involving the immune system that can take two to eight weeks to manifest.
- Ethanol blending update: India's ethanol blending in petrol reached about 12 per cent in 2022-23. The target is 20 per cent by 2025-26. Sugarcane juice was temporarily banned from ethanol feedstocks to stabilise sugar prices.
