A dispute between the Centre and Tamil Nadu over flood relief funds brought the architecture of central grants back into national debate. Tamil Nadu received no allocation under the Scheme for Special Assistance to States for Capital Expenditure in 2023-24, while Uttar Pradesh received the highest share.
The debate over flood relief exposed a structural problem. Relief funds are discretionary, not devolution. States that receive less often have weaker bargaining positions.

On 1 January 1948 police opened fire on a gathering of Adivasis in Kharsawan who had assembled to protest the merger of their region with the province of Orissa. Estimates of those killed range from hundreds to thousands. The gathering included over 50,000 tribal people.
