• Federalism: Tamil Nadu and other states pushed back on central criteria for flood relief and capital expenditure grants, reviving the debate on fiscal federalism.
• Society: The Kharsawan Massacre of 1948 is observed as a mourning day. Thousands of Adivasis were killed at a gathering that protested the merger of the region with Orissa.
• Polity: Nina Singh became the first woman to head the Central Industrial Security Force.
• Geography: Chinnar Wildlife Sanctuary in Kerala recorded the first confirmed sighting of the Eurasian Otter in the state.
• Governance: Gujarat set a Guinness World Record with over 50,000 people performing Surya Namaskar simultaneously across 108 venues.

GS area: Polity, Governance (Fiscal federalism)

A dispute between the Centre and Tamil Nadu over flood relief funds brought the architecture of central grants back into national debate. Tamil Nadu received no allocation under the Scheme for Special Assistance to States for Capital Expenditure in 2023-24, while Uttar Pradesh received the highest share.

• 15th Finance Commission: increased the tax devolution share to states from 32 per cent to 41 per cent of the divisible pool. This is the constitutionally mandated share that states receive without conditions.
• Performance-based grants: the Commission provisioned Rs 4.36 lakh crore in conditional grants covering health, education, rural connectivity, and water conservation. States must meet benchmarks to access them.
• Local body share: 31 per cent of the divisible pool is allocated to local governments, a first for the Finance Commission.
• The tension: the Centre retains larger revenue-raising powers under the constitutional division of subjects. This constrains state capacity even when devolution rises.

The debate over flood relief exposed a structural problem. Relief funds are discretionary, not devolution. States that receive less often have weaker bargaining positions.

GS area: Modern Indian history, Tribal communities

On 1 January 1948 police opened fire on a gathering of Adivasis in Kharsawan who had assembled to protest the merger of their region with the province of Orissa. Estimates of those killed range from hundreds to thousands. The gathering included over 50,000 tribal people.

• Context: demands for a separate tribal state had been raised since 1912. The merger was seen as politically imposed without consent.
• Present status: a memorial now stands at Kharsawan. The day is observed as a mourning day in the region.
• Relevance: UPSC uses tribal resistance movements and post-independence integration questions. The massacre illustrates the tension between administrative consolidation and tribal self-determination.

Nina Singh, a 1989-batch IPS officer of the Rajasthan cadre, was appointed Director General of the Central Industrial Security Force, becoming the first woman to lead the organisation.

• CISF: the Central Industrial Security Force guards critical infrastructure including airports, nuclear plants, metro networks, and heritage sites. It operates under the Ministry of Home Affairs.
• Significance: Singh was also the first woman to hold the top police post in Rajasthan. She was awarded the Ati Utkrisht Seva Medal for professional excellence in 2020.
• UPSC angle: first-woman-to-head questions on central paramilitary forces appear repeatedly in prelims.

GS area: Environment, Biodiversity

Scientists recorded the Eurasian Otter at Chinnar Wildlife Sanctuary in Idukki district, Kerala. This is the first confirmed sighting of the species in the state.

• Chinnar: a rainshadow region receiving an average of 500 mm of rainfall, far lower than the rest of the Western Ghats. It lies in Idukki district at the junction of the Chinnar and Pambar rivers.
• Biodiversity: 965 plant species, 29 mammal species, 225 bird species, and 52 reptile species. The sanctuary is known for the endangered Grizzled Giant Squirrel.
• Eurasian Otter (Lutra lutra): found across Europe and Asia in freshwater habitats. Its presence in Kerala extends the known range.
• Tribal communities: the Muthuvan and Hill Pulaya tribes inhabit the sanctuary area. Chinnar also contains some of Kerala's largest megalithic sites.

GS area: Art and Culture, History

Over 50,000 people performed the Surya Namaskar simultaneously across 108 venues in Gujarat, setting a Guinness World Record. The main event was held at the Modhera Sun Temple in Mehsana district.

• Surya Namaskar: a yogic sequence of 12 postures performed as an offering to the sun. It is among the most widely practised sequences in modern yoga.
• Modhera Sun Temple: built between 1026 and 1027 CE during the reign of King Bhima I of the Solanki dynasty. Constructed in the Maru-Gurjara architectural style. Declared a Monument of National Importance and placed on UNESCO's tentative World Heritage list in December 2022.
• Uttarardha Mahotsav: an annual dance festival hosted by the temple.

• Divya Kala Mela 2023: a government initiative by the Department of Empowerment of Persons with Disabilities showcased work by roughly 100 artisans from 20 states and union territories. Products spanned home decor, clothing, stationery, and packaged food.
• International Court of Justice: India participates in ICJ proceedings under Article 38 of the ICJ Statute. ICJ is the principal judicial organ of the United Nations, seated at The Hague.
