1. Draft Karnataka Gig Workers Bill 2024
GS area: Economy (labour), Polity (legislation)
Karnataka introduced a draft bill to regulate gig and platform workers following Rajasthan's Rajasthan Platform Based Gig Workers Act (the first in India). Key provisions of the Karnataka draft:
- Coverage: applies to platform gig workers (those matched via apps) and non-platform gig workers.
- Welfare Board: a state-level body to manage welfare funds, grievances and registration.
- Aggregator contribution: platforms must pay welfare fees into the state fund.
- Income security and occupational safety: provisions for minimum earnings and safe working conditions.
National context:
- Gig workforce: approximately 7.5 million workers in 2024; projected to rise to 23 million by 2029 (NITI Aayog estimate).
- Code on Social Security 2020: the central law already defines "gig worker" and "platform worker" as distinct categories of unorganised labour, entitling them to social security schemes. However, the code treats them as self-employed, keeping them outside minimum-wage protections.
- Rajasthan: first state to legislate specifically for gig workers (2023). Karnataka follows.
Static linkage: Economy (labour, gig economy), polity (state legislation).
2. Bugun Liocichla: a bird on the edge
GS area: Environment (biodiversity)
The Bugun Liocichla (Liocichla bugunorum) is a critically endangered songbird endemic to India. Facts to retain:
- Discovery: 2006 in Eaglenest Wildlife Sanctuary, Arunachal Pradesh.
- Known population: fewer than 20 individuals at the time of description; estimated at only about 14 breeding pairs.
- Habitat: Eaglenest Wildlife Sanctuary in West Kameng district.
- Community conservation: the Bugun tribe voluntarily donated 1,470 hectares of community-owned land as a Community Conserved Area to protect the bird's habitat.
- Conservation significance: the species is named after the Bugun tribe. Its protection is a model of community-led conservation.
Static linkage: Environment (endemic species, community conservation).
3. Air Quality Report 2023 and India
GS area: Environment (air pollution)
The Air Quality Report 2023 (published by IQAir) confirmed:
- Only 10 countries globally met WHO PM2.5 standards (5 micrograms per cubic metre annual average).
- India's rank: third worst for PM2.5 pollution after Bangladesh and Pakistan.
- New Delhi: the world's most polluted capital city.
- Indo-Gangetic Plain: the most polluted region in the world.
- Over 1 billion Indians live in areas exceeding WHO PM2.5 guidelines.
India's regulatory framework:
- National Ambient Air Quality Standards (NAAQS): set by CPCB. Annual PM2.5 standard: 40 micrograms per cubic metre (eight times the WHO limit).
- NCAP: National Clean Air Programme, targeting 20-30 per cent reduction in PM2.5 and PM10 levels in 131 non-attainment cities by 2024.
- CPCB: Central Pollution Control Board, established 1974, monitors air quality.
Static linkage: Environment (air pollution, CPCB).
4. STEAG: the Indian Army's tech unit
GS area: Defence, Science and Technology
The Indian Army established the Signals Technology Evaluation and Adaptation Group (STEAG). Focus areas:
- Artificial intelligence for battlefield decision support.
- 5G and 6G communications for tactical networks.
- Machine learning for image recognition and cyber defence.
- Quantum technologies for secure communications.
Static linkage: Defence (military technology).
5. Briefly noted
- FLNAT (Foundational Literacy and Numeracy Assessment Test): conducted across 23 states for 37 lakh learners. Tests reading, writing and numeracy (150 marks total); conducted in regional languages; certificates via NIOS. Part of the ULLAS (Understanding Lifelong Learning for All in Society) programme running 2022-2027.
- e-Shram Portal: the Supreme Court directed states to issue ration cards to all e-Shram registered workers within two months. About 29 crore workers are registered; roughly 8 crore lack ration cards.
- Barberton Greenstone Belt: a UNESCO World Heritage Site in South Africa, on the eastern boundary of the Kaapvaal Craton. Contains 3.2-3.6 billion-year-old rocks. Provides the earliest known evidence of earthquake activity (approximately 3.3 billion years ago).
