Karnataka introduced welfare rules under the Karnataka Motor Transport and Allied Workers Social Security and Welfare Act 2024. The state describes it as the first initiative of its kind in India covering informal transport workers.
- Coverage: Approximately 5.4 million workers across bus drivers, auto-rickshaw operators, cab drivers, tyre repair workers, wheel balancing workers, and other transport-adjacent roles.
- Context: India's informal sector employs about 91 per cent of the total workforce. Over 53 per cent of salaried workers lack access to any social security benefit.
- Key provisions: The rules establish a welfare board that collects a cess from employers and provides workers with benefits including accident insurance, health coverage, and children's scholarship.
- Precedents: Similar boards exist for construction workers (Building and Other Construction Workers Act, 1996) and beedi workers. Karnataka's move applies the same model to transport workers.
- Challenges: Poor fund utilisation and beneficiary registration have hampered similar boards in other states. Corruption in cess collection is a documented problem.
The move is significant because transport workers are one of India's largest informal employment categories. It could become a model for other states.

2. RBI draft FEMA regulations: streamlining trade

The Reserve Bank of India released draft Foreign Exchange Management (Export of Goods and Services) Regulations 2024 for public comment.
- Export repatriation: Exporters must declare the full value of their exports and repatriate the proceeds within 9 months from the date of shipment. Authorised Dealers (banks) can extend this period for genuine reasons.
- Gold and silver imports: Advance remittances for importing gold or silver require prior RBI approval, with exceptions only for specified categories.
- Small trader benefit: The simplification removes multiple compliance steps for small traders who handle low-value export transactions.
- FEMA background: The Foreign Exchange Management Act was enacted in June 2000. It replaced FERA (Foreign Exchange Regulation Act, 1973) and shifted the approach from criminal to civil penalties. FEMA is administered by the RBI and the Enforcement Directorate.

3. UNESCO World Soil Health Index

UNESCO announced a new World Soil Health Index to standardise the measurement of soil quality across countries. A pilot programme will cover 10 UNESCO Biosphere Reserves.
- India's soil challenge: About 32 per cent of India's land area is degraded. Around 25 per cent faces desertification risk. Soil degradation reduces agricultural productivity and increases vulnerability to erosion.
- Causes: Excessive use of chemical fertilisers, waterlogging, salinisation, deforestation, and overgrazing.
- Policy relevance: The index will help countries track progress under the UN Convention to Combat Desertification and the Land Degradation Neutrality target under the Sustainable Development Goals.

4. Rudram-1: India's anti-radiation missile

India's Rudram-1, the country's first indigenously developed anti-radiation missile, is in active service with the Indian Air Force.
- Function: Anti-radiation missiles home in on enemy radar and surface-to-air missile radar emissions. They destroy the radar system, blinding air defence networks.

- Launch platform: Sukhoi-30MKI fighter jets.
- Developer: Defence Research and Development Organisation.

5. Li-Fi technology: Defence Ministry adoption

The Ministry of Defence announced adoption of Li-Fi (Light Fidelity) technology developed by Velmenni for secure wireless communication in sensitive installations.
- How it works: Li-Fi transmits data using modulated light pulses from LED bulbs. Because light cannot pass through walls, it is inherently more secure than Wi-Fi radio signals.
- Speed: Li-Fi can achieve speeds up to 100 times faster than Wi-Fi in controlled conditions.
- Limitation: Requires line of sight and only works indoors. It cannot replace Wi-Fi for general-purpose outdoor or mobile connectivity.
- Security angle: Electromagnetic interference cannot be picked up outside the room. This makes Li-Fi attractive for defence, financial services, and hospital environments.
