1. UGC Draft Regulations on Vice Chancellor Selection
GS area: Governance (Centre-State Relations)
The UGC's draft regulations for Vice Chancellor appointments triggered a federalism dispute.
- Key proposal: A three-member Search-cum-Selection Committee with a mandatory UGC nominee for state universities.
- Eligibility expansion: Non-academics with 10 or more years in public policy or administration may now be considered.
- Objecting states: Tamil Nadu and Kerala argued this violates state autonomy over universities.
- Constitutional basis for states' concern: The 1956 Supreme Court ruling in Ch. Tika Ramji v. State of UP clarified that higher education falls in the Concurrent List (Entry 25, List III). However, state universities are established by state legislation.
- Relevant judgments:
- Kalyani Mathivanan v. K.V. Jeyaraj (2015): SC supported standardised VC selection framework.
- P.J. Dharmaraj v. Church of South India (2024): Allowed some flexibility for institutional variety.
Static linkage: Centre-State relations, Concurrent List, federalism (Polity, GS Paper 2).
2. Indian Coffee: Facts and Geography
GS area: Agriculture, Geography
India's coffee sector was in the news with fresh export data.
- Global rank: 7th in production.
- Export value: $1.29 billion in FY 2023-24, up from $719.42 million in FY 2020-21. About 70% of production is exported.
- Major buyers: Italy, Belgium, and Russia.
- State-wise production:
- Karnataka: 70% of national production (largest).
- Kerala: 2nd.
- Tamil Nadu: 3rd.
- Growing conditions: Temperature 15-28°C; rainfall 150-250 cm annually; altitude 600-1,600 metres.
- Introduction to India: Baba Budan brought coffee beans from Yemen to the Baba Budan Giri hills in Karnataka in the early 17th century.
- Types grown: Arabica (higher altitude, mild flavour) and Robusta (lower altitude, stronger flavour).
Static linkage: Agriculture (cash crops), commodity geography (GS Papers 1 and 3).
3. Ratnagiri Buddhist Site, Odisha
GS area: Ancient History, Archaeology
Archaeological excavations at Ratnagiri in Jajpur district, Odisha yielded important finds.
- Location: 100 km northeast of Bhubaneswar. Part of the "Diamond Triangle" with Udaygiri and Lalitgiri.
- Period of flourishing: 5th to 13th century CE. Peak construction from 7th to 10th century.
- Recent finds: A colossal Buddha head (3-4 feet), a 5-foot palm artifact, and inscribed relics from the 8th-9th century AD.
- Buddhist tradition: Centre for Mahayana and Tantrayana (Vajrayana) Buddhism.
- Chinese visitor: Monk Hiuen Tsang likely visited in 638-639 CE.
- Maritime links: Ratnagiri was connected to Odisha's maritime trade with Southeast Asia, explaining Buddhist influence in Java, Sumatra, and Bali.
Static linkage: Ancient Indian history, Buddhism (GS Paper 1).
4. Obesity: New Definition
GS area: Science and Technology (Health)
The Lancet Diabetes and Endocrinology Commission proposed a new framework for diagnosing obesity.
- Old definition: BMI above 30 globally (BMI above 25 used as a threshold in India due to different body composition).
- Problem with BMI alone: BMI (weight divided by height squared) does not distinguish between muscle mass and fat mass. Two people with the same BMI can have very different health risks.
- New approach: Multi-parameter staging using waist circumference, waist-to-hip ratio, body fat percentage, and objective organ health markers.
- Pre-clinical obesity: A new category for individuals with high BMI but no organ dysfunction. Lifestyle interventions rather than medication recommended.
- India-specific stages: Stage 1 (BMI above 23 with risk factors), Stage 2 (BMI above 23 with organ dysfunction).
Static linkage: Health, nutrition (Society, GS Paper 1).
5. Asan Wetland Annual Waterbird Census
GS area: Environment (Wetlands, Biodiversity)
The annual Asian Waterbird Census was conducted at Asan Wetland, Uttarakhand in January 2025.
- Asan Wetland location: Dehradun district, Uttarakhand, at the confluence of the Asan River and Eastern Yamuna Canal.
- Created: By the Asan Barrage (Dhalipur Lake) in 1967.
- Ramsar Site: Uttarakhand's first, designated in 2020.
- Census results: 5,225 birds counted across 117 species.
- Endangered species present: White-rumped vulture, red-headed vulture, Baer's pochard (a rare diving duck), and Putitor mahseer (a freshwater fish, IUCN Endangered).
- Asian Waterbird Census: Annual citizen science event in January, coordinated globally by Wetlands International.
Static linkage: Wetlands, biodiversity (Environment, GS Paper 3).
6. Briefly noted
- Contract farming in India: Established examples include HyFun Foods partnering with 7,000 farmers in Gujarat for potatoes, ITC's e-Choupal for soybean in MP, and Amul's dairy cooperatives across Gujarat. Contract farming provides farmers with guaranteed pricing and inputs while securing supply chains for buyers.
- Entity Locker: Launched by National eGovernance Division (NeGD) under MeitY. Provides 10 GB encrypted cloud storage for businesses, MSMEs, startups, and organisations for storing official documents. Aadhaar-authenticated access.
