- Mechanism: Director General of Military Operations (DGMO) hotline, established in 1972 post-Shimla Agreement, was used for daily communication.
- India's conditions: Pakistan must provide verifiable evidence of dismantling terrorist infrastructure; no resumption of cross-border shelling.
- Diplomatic engagement: PM Modi spoke with French President Macron, Japanese PM Ishiba and UAE President Sheikh Mohamed, explaining India's 3-Pillar Doctrine and seeking international understanding.

2. UPI crosses 18.39 billion transactions in April 2025

The Unified Payments Interface recorded its highest-ever monthly transaction volume.
- April 2025 record: 18.39 billion transactions worth Rs 23.95 lakh crore.
- Administrator: National Payments Corporation of India (NPCI), a non-profit entity under RBI and IBA.
- Established: NPCI founded 2008; UPI launched 11 April 2016.
- Interoperability: UPI enables fund transfers across all bank accounts using Virtual Payment Addresses (VPA), QR codes or mobile numbers.
- Zero MDR: Merchant Discount Rate is zero for UPI transactions. Government compensates banks through incentive schemes.
- Global expansion: UPI now accepted in 14 countries including UAE, France, Singapore, Bhutan, Nepal and Mauritius.
- DPDP Act relevance: UPI transactions generate significant personal financial data, making the Digital Personal Data Protection Act, 2023 directly applicable to NPCI.

3. International Museum Day 2025

The 50th International Museum Day was observed on 18 May 2025.
- Theme: "Museums for Community Wellbeing."
- Administered by: International Council of Museums (ICOM), founded 1946. Headquarters: Paris, France. Member organisations in 145 countries.
- India's museum landscape: About 1,000 registered museums. National Museum (New Delhi) and Chhatrapati Shivaji Maharaj Vastu Sangrahalaya (Mumbai) are the largest. India is constructing the world's largest museum complex, Yuga Yugeen Bharat National Museum, in New Delhi.
- Pradhan Mantri Sangrahalaya: Opened in 2022. Devoted to all former Prime Ministers of India. Located in Teen Murti Bhavan complex.
- Significance for UPSC: Museums are listed as a State subject under the Constitution (Schedule 7, State List, Entry 12).

Cyclone Shakti formed in the North Arabian Sea in May 2025.
- Monitoring agency: India Meteorological Department (IMD). Regional Specialised Meteorological Centre (RSMC) for the North Indian Ocean is at IMD New Delhi.
- Cyclone naming in the Arabian Sea: Done by WMO under a rotational list among 13 Indian Ocean Rim countries. "Shakti" was India's name from the list.
- Favourable conditions: Sea surface temperatures above 26 degrees Celsius, low wind shear, adequate atmospheric moisture.
- Risk zone: Gujarat coastline, Kutch district. Historically vulnerable to Arabian Sea cyclones (Super Cyclone 1998, AILA 2009, Vayu 2019).
- NDMA preparedness: National Cyclone Risk Mitigation Project (NCRMP) has built embankments, shelters and early warning systems.
- Saffir-Simpson scale: International classification. IMD uses its own Indian scale with six categories from Depression to Super Cyclonic Storm.

5. India's BrahMos export pipeline

India's BrahMos export programme gained momentum following Operation Sindoor's combat demonstration.
- Confirmed export: Philippines (contract signed 2022, first delivery 2024). Three batteries supplied.
- Pipeline enquiries: Indonesia, Vietnam, Saudi Arabia, Egypt, Greece and Argentina expressed interest post-Sindoor demonstration.
- Range extension: Extended-range BrahMos can reach beyond 450 km, making it one of the most powerful exportable cruise missiles globally.
- Significance: BrahMos became India's single largest defence export contract. Operation Sindoor raised demand as other nations re-evaluated their air defence against supersonic cruise missiles.
- Strategic rationale for exports: Deepens India's defence partnerships, generates foreign exchange, demonstrates indigenisation credibility and strengthens India's position in multilateral security forums.

- National Anti-Terrorism Day (21 May): Observed annually to mark the assassination of PM Rajiv Gandhi on 21 May 1991 at Sriperumbudur, Tamil Nadu. A day of solemn remembrance and pledge against terrorism.
- Kautilya's Arthashastra: An ancient Indian treatise on statecraft, economic policy and military strategy attributed to Chanakya/Kautilya (minister to Chandragupta Maurya). Discusses foreign policy in terms of Mandala theory: immediate neighbours are natural adversaries; neighbours of neighbours are natural allies.
- Indian Ocean Rim Association (IORA): 23 member states. Established 1997. Secretariat: Ebène, Mauritius. India is a founding member. India became chair for 2025.
