4. VP election: proportional representation with equal-value ballots

The Vice Presidential election uses proportional representation but with a significant structural difference from Presidential election ballots.
- Electoral college: All elected and nominated members of Lok Sabha and Rajya Sabha. State legislature members are excluded (unlike the Presidential election, which includes them).
- Vote value: Each MP's vote has equal value (1 vote = 1 vote). This differs from the Presidential election where each MP's vote has a value calculated by dividing the total state MLA votes by the number of MPs.
- Ballot type: Pink bilateral ballot papers in Hindi and English.
- Ranking preferences: Voters mark candidate preferences numerically (1, 2, 3...). Must use international numerals, Indian script numerals, or Roman numerals. Writing the preference in words invalidates the ballot.
