Biodiversity:
655 species of herbs, 41 shrub species, 14 endemic plant species.
Human population: ~12,000 residents in sparse Buddhist settlements traditional agro-pastoral communities.
Significance: Cold Desert is India's only cold arid biosphere reserve ecologically distinct from the tropical and subtropical biospheres. Subject to climate change impacts: faster glacial retreat, reduced snowfall, and species range shifts.
India's biosphere reserves: India has 18 biosphere reserves (as of 2025). Examples in UNESCO WNBR: Gulf of Mannar, Nilgiri, Sundarbans, Great Nicobar, Nanda Devi, Pachmarhi, Achanakmar-Amarkantak, Agasthyamalai, Seshachalam Hills.
India's count: 93 Ramsar sites (as of September 2025) highest in Asia.
New Bihar sites:
Gokul Jalashay: 448 hectares in Buxar district. An oxbow lake (cut-off meander) of the Ganga. Important wintering ground for migratory waterfowl (bar-headed geese, Siberian cranes).
Udaipur Jheel: 319 hectares in West Champaran district. Natural wetland fed by rivulets from the Shivalik foothills.
Bihar's Ramsar sites (5 total after this addition): Kanwar Lake (2020), Nagi Bird Sanctuary, Nakti Bird Sanctuary, and the two new sites.
Ramsar Convention (1971): Signed in Ramsar, Iran. Entered into force 1975. Designates Wetlands of International Importance "Ramsar Sites" for conservation and sustainable use. India ratified: 1982.
Criteria for Ramsar designation: 9 criteria including supporting endangered species, important fish spawning grounds, supporting 20,000+ waterbirds.
Montreux Record: A register of Ramsar sites where ecological character has changed, is changing, or is likely to change due to human interference. India has Keoladeo National Park (Rajasthan) and Loktak Lake (Manipur) on the Montreux Record.
Detected UV photons from a galaxy 9 billion light years away highest UV luminosity ever measured.
Characterised fast-spinning black holes (spin parameter near maximum).
Discovered extended UV emission from the "Butterfly Nebula."
Studied gamma-ray bursts, neutron stars, and supernovae.
Data access: 50% of observing time reserved for Indian scientists and students democratising space science research.
Next step: XPoSat (X-ray Polarimeter Satellite) launched December 2023, India's first X-ray polarimetry mission.
Static linkage: Science and technology (ISRO, space astronomy, satellite missions).
4. BSNL's swadeshi 4G network: digital sovereignty
GS area: Science and Technology, Economy
Achievement: BSNL deployed an entirely indigenous 4G network stack making India the 5th country to develop its own telecom stack, after China, USA, South Korea, and Sweden.
Key partners:
Core network (packet core, IMS): C-DOT (Centre for Development of Telematics).
Radio Access Network (RAN): Tejas Networks (TCS subsidiary).
System integration: TCS.
Scale: ~98,000 mobile towers commissioned across India by September 2025.
Architecture: 5G-ready can be upgraded to 5G with software and hardware updates. Supports VoLTE (Voice over LTE).
Strategic importance:
Removes dependence on Chinese equipment (Huawei, ZTE excluded from India's 5G in 2021).
Creates domestic IP C-DOT and Tejas Networks can now export the stack internationally.
Aatmanirbhar Bharat in critical digital infrastructure.
PM Gati Shakti National Master Plan (NMP): Telecom infrastructure is integrated into the NMP enabling coordinated rollout with roads, railways, and utilities.
Static linkage: Science and technology (telecom, Aatmanirbhar Bharat), economy.
September 2025 context: Karur stampede (Tamil Nadu) at a political rally multiple fatalities. Follows New Delhi Railway Station FOB stampede (February 2025) and RCB IPL victory parade (Bengaluru 2025).
Disaster Management Act, 2005:
Establishes NDMA (National Disaster Management Authority) at national level, SDMAs at state level, DDMAs at district level.
NDMA Chairperson: Prime Minister.
Mandates Disaster Management Plans at national, state, and district levels.
NDMA guidelines on crowd management (2014):
Maximum crowd density: 4-5 persons per sq m (for holding areas). 1-2 persons per sq m for movement.
Mandatory crowd management plan for gatherings over 5,000 persons.
Pre-event: CCTV, entry-exit flow study, crush point identification.
Article 21: Stampede deaths raise state liability under the right to life. Courts have held states vicariously liable when government events lack adequate crowd management.
India's bioeconomy size: USD 165.7 billion in 2024 contributing 4.25% of GDP. 16x growth in the last decade (2014-2024). Target: USD 300 billion by 2030.

Green jobs: Projected 35 million green jobs by 2030. Women hold only 11% of rooftop solar jobs reflecting gender gaps in green economy employment.
Regional disparities: North-eastern states contribute less than 6% of India's bioeconomy despite being the "biodiversity hotspot" rich in plant genetic resources, traditional knowledge, and forest biomass.
Gene banks: National Bureau of Plant Genetic Resources (NBPGR), New Delhi holds over 4.5 lakh accessions; world's third-largest germplasm collection.
Nagoya Protocol: India ratified (2012). Governs access and benefit-sharing (ABS) for genetic resources relevant to bio-prospecting from northeastern biodiversity.
