1. Anti-Maoist deadline: SAMADHAN doctrine

The Ministry of Home Affairs' March 31 anti-Maoist operations deadline brought LWE (Left Wing Extremism) policy to focus:
SAMADHAN doctrine: India's counter-LWE strategy. The acronym stands for: Smart leadership, Aggressive strategy, Motivation and training, Actionable intelligence, Dashboard-based key performance indicators, Harnessing technology, Action plan for each theatre, No access to financing.
Progress: Naxal violence fell by 72 per cent between 2010 and 2025. Districts affected fell from 96 (2010) to 38 (2025).
LWE affected states: Chhattisgarh, Jharkhand, Odisha, Andhra Pradesh, Telangana, Maharashtra, and Bihar carry the remaining burden.
The deadline's significance: Home Minister Amit Shah had declared in 2024 that India would be free of LWE influence by March 31, 2026. With violence reduced but not eliminated, the deadline became a political and operational milestone.
Gadchiroli and Bastar: These two geographically challenging belts contain the core Maoist redoubts. Security forces had conducted continuous operations in the lead-up to the deadline.
Developmental approach: SAMADHAN includes a social-economic-security nexus: roads, mobile towers, banking, and schools in LWE areas. The Aspirational Districts Programme covers many LWE districts.

CAPF Gazetted Direct Officers (GADOs) who spend entire careers in these forces are better equipped for leadership.
The SC (Sanjay Prakash case, May 2025) had directed progressive reduction of IPS deputation in CAPFs. The Bill reverses this.
The Ministry of Home Affairs' position: IPS leadership ensures integration with the broader national security apparatus and provides civil service coordination.

SIR context: 60 lakh "logically discrepant" voter entries flagged by the SIR (Special Intensive Revision) were being adjudicated by Appellate Tribunals. Their resolution would affect the final voter rolls.
Election schedule: First phase April 23 (45 seats), second phase April 29 (249 seats).

4. Rabi wheat: record procurement outlook
GS area: Economy (agriculture)
Rabi season wheat procurement was projected to reach record levels:
Procurement target: FCI set a target of 32 million tonnes from the 2026 rabi harvest.
Minimum Support Price: ₹2,425 per quintal for wheat in 2026-27, up ₹150 from the previous year.
Buffer stock position: India's wheat buffer stock was 23 million tonnes at the start of procurement, adequate. Procurement from the new harvest would replenish stocks used during the food inflation episodes.
States dominating procurement: Punjab (35 per cent), Haryana (25 per cent), Madhya Pradesh (20 per cent), UP (10 per cent).
FCI: Food Corporation of India. Under the Ministry of Food and Consumer Affairs. Responsible for procurement, storage, and distribution under PDS (Public Distribution System).
MSP mechanism: MSP is announced by the CCEA (Cabinet Committee on Economic Affairs) based on the CACP's (Commission for Agricultural Costs and Prices) recommendations.
Sarhul, the most important festival of the tribal communities in Jharkhand and Odisha, fell around this period:
Sarhul: Celebrated by the Munda, Ho, Oraon, and Santhal tribes to worship the Sal tree (Shorea robusta). Marks the beginning of the new year for these tribal communities.
Significance: The Sal tree is sacred. Sarhul involves worship at the Sarna (tribal sacred grove). Priests offer flowers and water to Dharti Aba (Mother Earth) and propitiate local deities.
Sarna religion: The distinct tribal religious identity, separate from Hinduism, Buddhism, and Christianity. The 2011 census recorded 4.2 million people as "Other" religion, many being Sarna practitioners.
Sarna Code demand: Tribal groups have long demanded a separate religious code "Sarna" in the census instead of being classified under "Other." The 2026 census may carry this code.
Jharkhand's tribal demography: About 26 per cent of Jharkhand's population is tribal (Scheduled Tribe). Major tribes: Santhal, Munda, Oraon, Ho, Birhor.
Assam elections Phase 1 (April 9): Constituencies in Upper Assam, where tea garden workers and tribal communities vote. Tea garden workers (mostly of Adivasi origin but classified as OBC) have distinct political preferences.
