A review found that 16 of 30 national sports federations lack Internal Complaints Committees that comply with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act 2013.

• ICC requirement: Each Internal Complaints Committee must have at least four members. At least half the members must be women. An external member from an NGO or with legal background is mandatory.
• SHe-Box: The government's single-window online complaint mechanism for sexual harassment at workplaces in central government organisations.
• Sports Authority of India guideline: Female coaches must accompany female athletes during travel.
• Structural deficiencies found: Missing committees altogether, insufficient member count, and absent external representation.

The gap between law and implementation is the core prelims lesson here. The PoSH Act was enacted in 2013. A decade later, foundational institutional requirements remain unfulfilled in sports governance.

A review of India's energy justice road map provided a set of numbers relevant to prelims.

• Crude import dependence: India imports over 85 per cent of its crude oil requirement.
• Ethanol blending: E20 blend (20 per cent ethanol) was formally launched. The blending rate grew from 5.3 per cent in 2013-14 to 10.17 per cent in 2023.
• Piped Natural Gas (PNG): Connections grew from 28 lakh in 2014 to 1 crore by 2023.
• CNG stations: Expanded from 938 in 2014 to 4,900 by 2023.
• Gas pipeline network: Expanded from 14,700 km in 2014 to 22,000 km.
• National Green Hydrogen Mission target: 4 million tonnes of annual production and 1 lakh crore rupees in fossil fuel import savings by 2030.

India slipped eleven places in the World Press Freedom Index 2023, falling to rank 161 of 180 countries. India is categorised as a country with "very bad" press freedom.

• Published by: Reporters Without Borders (RSF), an international non-governmental organisation, since 2002.
• Evaluation framework: Five contextual indicators: political context, legal framework, economic environment, sociocultural context and safety of journalists.
• Top-ranked countries: Norway (first, for the seventh consecutive year), Ireland (second), Denmark (third).

The constitutional provision is Article 19(1)(a), the right to freedom of speech and expression. Press freedom in India derives from this article. It is not an absolute right and is subject to reasonable restrictions under Article 19(2).

GS area: Science and Technology (Geophysical phenomena)

The Indian Institute of Astrophysics documented an aurora in Ladakh. This is the first recorded occurrence of an aurora in that region of India.

• Mechanism: Charged particles from the Sun interact with Earth's atmospheric gases. These collisions produce light. The colours depend on the gas involved and the altitude of the collision.
• Aurora Borealis: Northern Lights, visible from the Arctic regions.
• Aurora Australis: Southern Lights, visible from Antarctic regions.
• Why Ladakh: At high altitude with low light pollution. The geomagnetic storm that caused the event was strong enough for the aurora to be visible unusually far from the poles.
• Mars note: The HOPE spacecraft of the UAE observed discrete auroras on Mars.

The European Securities and Markets Authority derecognised six Indian central counterparties with effect from 30 April 2023.

• Entities affected: Clearing Corporation of India (CCIL), Indian Clearing Corporation (ICCL), NSE Clearing (NSCCL), MCX Clearing Corporation (MCXCCL), India International Clearing Corporation (IICC), and NSE IFSC Clearing Corporation (NICCL).
• Reason: ESMA cited the absence of cooperation arrangements between itself and Indian regulators (RBI, SEBI, IFSCA).
• Impact: EU-regulated clearing members cannot access these Indian CCPs under the European Market Infrastructure Regulation (EMIR).
• What a CCP does: A central counterparty interposes itself between the buyer and seller in a financial transaction, guaranteeing settlement. It reduces counterparty risk.

• Debt-for-climate swaps: A mechanism where a creditor nation or institution forgives a portion of a developing country's debt in exchange for commitments to invest the released funds in environmental protection. The Seychelles (2017) used a 22 million US dollar swap for 13 marine protected areas. It targets low-income and small island developing states.
• ADB IF-CAP: The Asian Development Bank launched the Innovative Finance Facility for Climate in Asia-Pacific. Partner nations include Denmark, Japan, South Korea, Sweden, the UK and the USA. The model generates five dollars of climate finance for every one dollar in guarantees. Target: 3 billion dollars in guarantees creating 15 billion dollars in climate financing.
